Uganda
B/L Print Requirements
Mandatory text on Ocean B/L
- • Consignee 10-digit TIN, 6-digit HS Code, and precise goods description mandatory on B/L and manifest.
- • Coastal discharge port must be stated with mandatory transit notation: "Cargo in transit to Uganda via [Port of Mombasa / Port of Dar es Salaam] at consignee's risk and expense".
- • Ocean freight must be prepaid.
The consignee legal name on the B/L must exactly match the registered name in the URA 10-digit TIN database. For transit cargo to Kampala via Mombasa or Dar es Salaam, the explicit transit clause ("In transit to Uganda via Port of [Discharge Port]") must appear in the goods description field.
Inspection & Certificates
Pre-loading inspection & filing
- • Mandatory pre-shipment Certificate of Conformity issued by UNBS-accredited inspection bodies prior to loading for regulated commodities (FOB > USD 2,000).
- • EAC Single Customs Territory electronic declaration processed at coastal gateway port before cross-border transit under RECTS electronic seals.
Cargo & Standards

Shipper & Consignee
Where this destination differs from standard practice
- • Foreign consignees are not accepted — a locally-registered entity must be named.
Consignee must be a registered Ugandan commercial entity with an active 10-digit TIN issued by URA. Consignee name on the transport document must match the TIN registration character-for-character. "To Order" B/Ls are permitted provided the Notify Party is the registered local buyer or licensed transit forwarder with full physical address in Kampala, local phone number, and TIN stated on the B/L. PO Box only is rejected.
Non-Compliance Risk at Destination
Motor vehicles exceeding 15 years are denied customs entry and condemned to scrap or re-export. Regulated goods arriving without an origin UNBS CoC incur a mandatory 15% CIF penalty plus destination laboratory sampling delays. Consignee name mismatches against URA TIN database freeze customs clearance.
