Morocco
B/L Print Requirements
Mandatory text on Ocean B/L
- • 6-digit HS Code and Moroccan ICE (15 digits) mandatory in both Consignee and Notify fields on B/L and manifest.
The 15-digit ICE number is strictly mandatory on both Consignee and Notify fields on the Bill of Lading, per Customs Circular No. 5896/312. For motor vehicles: VIN/chassis number, make, commercial model, year of first registration, engine displacement (cc), and gross weight must be printed on the B/L.
Inspection & Certificates
Pre-loading inspection & filing
- • Mandatory pre-shipment Certificate of Conformity issued by MCINET-approved inspection bodies for regulated industrial goods under Law 24-09, validated via the PortNet single window.
- • Electronic import title domiciled prior to shipment.
Cargo & Standards
Labeling, vehicles & packaging
- • Passenger vehicles: maximum 5 years from manufacture
- • Right-hand-drive vehicles are strictly prohibited.
- • Dual French/Arabic retail labeling.
- • Mandatory Halal certificate recognized by IMANOR and ONSSA veterinary import clearance for all meat, poultry, animal fats, and gelatin.
- • Physical C-MIM conformity mark mandatory on regulated electrical, electronic, toy, and construction products prior to export.
- • Standard commercial used passenger vehicles cannot exceed 5 years of age.
- • ISPM 15 heat-treated stamp required on all wooden packaging.
Shipper & Consignee
Where this destination differs from standard practice
- • Foreign consignees are not accepted — a locally-registered entity must be named.
Consignee must be a registered Moroccan legal entity with a valid 15-digit ICE. "To Order" B/Ls are permitted provided the Notify Party is the registered Moroccan importer with their complete 15-digit ICE, physical address, and contact details stated on the B/L.
Non-Compliance Risk at Destination
Regulated products arriving without a valid pre-shipment CoC or without the mandatory C-MIM mark cannot clear customs at Casablanca or Tanger-Med and face mandatory re-exportation.
