Shipper & Consignee
Where this destination differs from standard practice
- • Foreign consignees are not accepted — a locally-registered entity must be named.
- • NVOCCs cannot be named as consignee — the actual buyer must be named.
- • Generic "to order" is not accepted — only "to order of [named bank]" is permitted.
Consignee must be a registered Liberian entity with an active LRA TIN. Foreign-based consignees and notify parties are strictly prohibited. Generic "TO ORDER" B/Ls are strictly prohibited — only "TO ORDER OF [NAMED LIBERIAN COMMERCIAL BANK]" is permitted, with full local buyer contact details and TIN in Notify. PO Box only is rejected.
Non-Compliance Risk at Destination
Missing CTN triggers heavy administrative fines at Freeport of Monrovia. Commercial shipments arriving without a BIVAC CRF inspection certificate face a mandatory 10% to 30% CIF penalty plus destination inspection fees. Sea waybills and generic "To Order" B/Ls are rejected.
