Sierra Leone
B/L Print Requirements
Mandatory text on Ocean B/L
- • CTN / ENS Number, 6-digit HS Code, and consignee NRA TIN mandatory on Ocean B/L and manifest.
- • Ocean freight must be prepaid.
CTN number and consignee NRA TIN must appear on the face of the B/L and manifest. "To Order" B/Ls are accepted by carriers but require paid manifest correction at destination before cargo release.
Inspection & Certificates
Pre-loading inspection & filing
- • CTN must be issued and validated via SLPA-appointed authorized agents prior to vessel departure.
- • Commercial invoice and packing list filed via the ASYCUDA World single window at Queen Elizabeth II Quay (Freetown).
Cargo & Standards
Labeling, vehicles & packaging
- • Passenger vehicles: maximum 12 years from manufacture
- • Right-hand-drive vehicles are strictly prohibited.
- • English product labeling mandatory on all consumer goods.
- • Official Veterinary Health Certificate mandatory for all imported meat and poultry products.
- • Motor vehicles older than 12 years face steep graduated environmental surcharges and elevated customs valuation minimums.
- • ISPM 15 wood packaging compliance enforced at Port of Freetown.
- • ISPM 15 heat-treated stamp required on all wooden packaging.
Shipper & Consignee
Where this destination differs from standard practice
- • Foreign consignees are not accepted — a locally-registered entity must be named.
- • "To order" Bills of Lading are accepted but trigger a mandatory destination manifest-correction fee.
Consignee must be a registered Sierra Leonean commercial entity with an active NRA TIN. Foreign-based consignees and notify parties are strictly prohibited. "To Order" B/Ls require the local buyer's full physical address in Freetown, local phone number, and TIN in Notify. PO Box only is rejected.
Non-Compliance Risk at Destination
Missing CTN incurs a 100% surcharge penalty and blocks customs clearance at Freetown. "To Order" B/Ls trigger mandatory paid manifest amendment fees at destination.
